Apparently the number of under 18s arrested in England & Wales has fallen by 59% in the last 5 years.

Is this due to campaigns to reduce the practice of arresting minors or so called reduction in crimes? Other factors could well be the reduction in officers with the power of arrest and failures to properly classify and investigate crimes. PCSOs have very limited powers of course.

We have the lowest age of criminality in Western Europe, set at 10 years. And our officers are still arresting a child every 4 minutes.
