Last May police officers shot and arrested a disabled man named Tandy in Keynsham, near Bristol. Tandy’s Fiancée called 999 after Tandy threatened to shoot her dog with an air rifle. She managed to escape with the animal when police arrived. They had surrounded the building when Tandy appeared through the front door, still carrying the rifle.

In an attempt to disarm him, he was shot in the stomach with a baton round after apparently  raising the rifle towards the police officers. He recovered from the hit and again is said to have attempted to raise his rifle. This time he was shot in the leg with a live round by officers. The shot went through his thigh and shattered the bone.

The officers  then quickly turned their attention to saving his life, soon after shooting him the second time.  The police actions have been praised as heroic, well measured and in line with the law by different sources. Tandy made a complaint about the handling of the incident by Avon and Somerset Constabulary. The complaint was reviewed and no case was found to answer.
